EUDR, CBAM, and DPP — answers to key questions

What is EUDR and when does it apply?

Regulation (EU) 2023/1115 on deforestation-free products (EUDR) prohibits placing on the EU market and exporting timber, cattle, cocoa, coffee, palm oil, rubber, and soy — and products made from them — if they originate from land deforested or degraded after Dec 31, 2020. Following the amendment of deadlines, the obligations apply from Dec 30, 2026 for large and medium operators and from Jun 30, 2027 for micro and small enterprises.

What is a due diligence statement (DDS)?

A DDS is a statement by which the operator confirms that due diligence has been carried out and that the risk of non-compliance is negligible. It contains the geolocation of all plots of origin and is submitted to the EU information system (TRACES NT) before goods are placed on the market or exported.

Who must submit CBAM reports?

Since Jan 1, 2026, CBAM is in its definitive phase: importers of iron and steel, aluminium, cement, fertilisers, hydrogen, and electricity must hold Authorized CBAM Declarant status if they import more than 50 tonnes of such goods per year. The declarant reports embedded emissions once a year and surrenders the corresponding number of CBAM certificates, and actual emissions data must be verified by an accredited verifier.

What is a Digital Product Passport (DPP)?

A DPP is a structured, machine-readable record of a product's origin, composition, repairability, and environmental footprint, accessible through a data carrier such as a QR code. It is introduced by Regulation (EU) 2024/1781 on ecodesign (ESPR), and obligations are phased in through delegated acts by product group — the first passport is for batteries from February 2027.
